The ‘appreciation of cultural heritage’ can be considered a generous cultural and economic practice but this practice also acts as an instrument of cultural power. Protection of the cultural heritage is as much a construction of the future, as it is an interpretation of the past. If “all rulers are the heirs of those who conquered before them”, then who exactly are the heirs of the cultural heritage? If the cultural heritage is the spoils carried along in the triumphal procession, how do we define the cultural heritage that is excluded or how do we define it without addressing its previous owners and how do we claim back the cultural treasures from the rulers?
